Certification tiers
PE-F — Foundation
The Foundation certification validates core knowledge of proposal management principles, processes, and best practices. Ideal for professionals entering the field or experienced practitioners who want to formalize their knowledge.
- Format: Online proctored exam, 90 minutes, 50 multiple-choice questions
- Prerequisites: None — open to all professionals and students
- Study materials: Self-study guide included with registration (120-page PDF covering all exam domains)
- Pass rate: 78% on first attempt
- Validity: 3 years, renewable with 15 CPD credits
- Cost: $295 for members / $450 for non-members
Exam domains: Proposal lifecycle (25%), capture and pursuit strategy (20%), content development and writing (20%), production and compliance (15%), reviews and quality (10%), tools and technology (10%).
PE-P — Practitioner
The Practitioner certification recognizes experienced professionals who manage proposals end-to-end and lead cross-functional teams. This is the most popular certification among mid-career proposal managers.
- Format: Written exam (2 hours) plus a case study submission reviewed by two assessors
- Prerequisites: 3+ years of experience in a proposal, bid, or capture role; PE-F certification recommended but not required
- Portfolio: Submit documentation from 2 proposals you managed, including your role, approach, and outcomes
- Endorsement: One peer endorsement from a current PE-P or PE-Pro member, or a manager/client reference
- Pass rate: 64% on first attempt
- Validity: 3 years, renewable with 30 CPD credits
- Cost: $595 for members / $850 for non-members
PE-Pro — Professional
The Professional certification is the highest credential in our program. It recognizes senior leaders who shape proposal strategy, build teams, and contribute to the advancement of the profession. PE-Pro holders serve as mentors, assessors, and thought leaders in the community.
- Format: Strategic assessment (written) plus a panel interview with three PE-Pro assessors
- Prerequisites: 7+ years in bid, proposal, capture, or BD roles; PE-P certification recommended
- Thought leadership: Demonstrated contribution to the profession through publications, speaking, training, or mentorship
- Commitment: PE-Pro holders agree to mentor at least one PE-F or PE-P candidate during their certification period
- Pass rate: 52% on first attempt
- Validity: 5 years, renewable with 40 CPD credits
- Cost: $1,100 for members (members only)
Continuing Professional Development (CPD)
All certifications require CPD credits for renewal. Credits can be earned through:
- Attending ProposalExperts webinars and events (1 credit per hour)
- Completing online learning modules (2–5 credits per module)
- Contributing templates or guides to the resource library (5 credits)
- Speaking at chapter events or conferences (5 credits per session)
- Mentoring a certification candidate (10 credits per mentee)
- Publishing articles or research on proposal management (5–10 credits)
Exam schedule
PE-F exams are available on-demand through our online proctoring platform. PE-P and PE-Pro assessments are scheduled quarterly:
- Q3 2026: Application deadline July 15 • Assessment window August 1–31
- Q4 2026: Application deadline October 15 • Assessment window November 1–30
- Q1 2027: Application deadline January 15 • Assessment window February 1–28
Frequently asked questions
Do I need to be a member to get certified?
PE-F and PE-P certifications are open to non-members at a higher fee. PE-Pro is available to members only. Many candidates join as members first to access study materials and exam discounts.
How does this compare to APMP certification?
Both programs are well-regarded. APMP has broader name recognition in government contracting. ProposalExperts certification places more emphasis on practical portfolio assessment and is gaining strong traction in enterprise tech and consulting. Many professionals hold both.
Can my employer pay for certification?

What if I fail the exam?
You can retake PE-F after 30 days and PE-P/PE-Pro after 90 days. One free retake is included for members; non-members pay a $95 retake fee.
Is the certification recognized internationally?
Yes. We have certified professionals in 45 countries. The certification content is based on universal proposal management principles, though some examples draw from US federal procurement.
